I was wondering if I make a purchase over seas am I covered in any way from fraud protection? It depends a whole lot on who you're buying it from. An ebay seller? A non-ebay site? And there are ways to make getting a refund not worth your while. Without specifics, I can't say more. Also does the payment get delivered to the recipient only after the shipment is confirmed received in the states? No, it gets sent right away. What exactly are you buying and from whom?
