@TR123 A friends / family payment should only be made to friends / family and not for purchases. However if its a f/f purchase then normally the sender pays any fee. However its FREE if you fund the payment from funds in your paypal balance OR bank account, if you use a card then there is a fee. A payment for goods using the goods / services option is paid to a seller and in that instance the SELLER is the one that always pays the fee. If you were paying for goods and the seller either refuses to send OR won't give you a full refund then open a dispute for non receipt of item.
