That has not been my experience and I have been using PayPal for a long time always as buyer, if they didn't resolve an issue in your favor maybe you didn't provide enough information or seller provided proof that you did not. Before filing a complaint you should have all documentation in hand as well as photos (if relevant). They do take their time though, but that's to be expected given the amount of transactions they handle.

Seller keeps promising refund on dispute, but I only have 8 days to escalate and I'm afraid he's stalling so he can close his PayPal account. If he does that, do I still get protected by PayPal or should I go ahead and escalate immediately? He's been promising a refund for over two weeks now.
