Thank you for posting to the PayPal Sandbox Community.
You are correct at this time Lithuania is not an option for Sandbox Accounts. We are always adding new countries to the list of Sandbox Accounts, so even if its not available at this time, in the future it can be added as an option for Sandbox.
For live accounts Lithuania is available for making payments and receiving payments.
