3.95 Monthly Fee?

I have added my information for Paypal and to secure my bank information, it send me 2 small paypal payments to ensure my bank account was legit. I handled all of this and then I noticed a 3.95 "Service Charge MONTHLY FEES"? This should be free, I am confused why there is a monthly fee when I don't even remember it showing me this? If someone can help me take this monthly payment off by showing me the steps, I would appreciate it. I am not going to pay nearly 50$ a year just to use Paypal, which is something that I woudln't use as much either way.

Does this show in your online banking and does it actually say monthly fee or is that what you are presuming??
When you set up a direct debit the last payment you paid to the seller shows up.
So say my last payment to the seller was £18 then £18 shows in my direct debits for paypal in my online banking until I pay another seller..........it does not mean they are going to take 18 quid every month !!!
Advice is voluntary.
