Someone using my email address

Someone has created a PayPal account with one of my email addresses, and now I am receiving all of their PayPal correspondence, including invoices, and address change confirmations.
I can't find a single option to report this to PayPal.
I tried adding the email to my PayPal account, but I get this error message:
We’re sorry, you can’t claim the money with this account because it's already linked with another user. Try asking your sender to send it to a different email address if you have one.
How is it possible that this account got created without confirming the email address? I did receive an email 3 years ago asking to confirm the email under this person's name, but I ignored it.
Please let me know what solutions there are, and who I should report this email address to.

I also have the same issue. I believe if a user adds an email as an "alternate" email, they might not do a validation, because I do not see how anyone ever confirmed the email considering it's my account.
So right now, my email is associated with someone else's account, and Paypal does not seem interested in fixing it. Oddly, this is one of the things that prevents me from adopting paypal as my primary pay method online. If they care that little about me, or about someone else using an email that isn't theirs, then how much will they care when someone defrauds me?
I mean, this is pretty easy to check. Paypal sends an email to that address and sees who responds. Despite that, no solution has been provided to me and I still have to use an old email address to use paypal which is unfortunate because I was hoping to retire it.
