How do I prevent my balance from being charged while disputing claims and waiting for full refund?

I've talked to PayPal about unauthorized transactions (over 200 transactions in small amounts from the "US Postal Service") and promised me that I would be refunded fully. I then talked to my bank for fraud but came to the conclusion that it's solely a PP issue and that my PP account was hacked. They've since then unlinked my checking account from my PP account, but I have not been fully refunded yet.
My question is, is it possible to stop my PP from being charged (from the unauthorized source) without closing it due to my funds not being fully refunded yet? I hear it's possible to transfer a balance from one to another, but I'm just concerned about my refunded balance being spent before I'm able to transfer it to a new PP account.
What would be the best way to handle this?

Best way is to contact PayPal and ask if you need to close your account and open a new one because of fraud and then what to do with the current account funds. Only PayPal can help you resolve it.
