What is the difference between payouts (https://developer.paypal.com/docs/integration/direct/payouts-overview/) and mass pay (https://developer.paypal.com/docs/classic/mass-pay/gs_MassPay/)?
Fees seems to be different for both.

I believe Payouts is the new REST based API for sending MassPayments. Earlier we used to send Mass payments either directly from PayPal.com (by uploading the list of email ids and amount in a text file) or through the MassPay API (NVP/SOAP). I haven't personally used the new API, so can't comment whether there is any difference in the fees.
