I have never used shipping on Paypal before.  I have always use USPS.  I just noticed shipping is less on Paypal than USPS.  Is this just a discount Paypal offers?

Third party postage providers such as PayPal, stamps.com, endicia.com give commercial rate discounts to their customers online, yes.  You pay the regular rates at USPS.com.
