Boost Mobile declining my PayPal MasterCard for insufficient funds

Today when I went online to pay my Boost Mobile bill, my card was declined due to insufficient funds. My primary bank account that is linked to my PayPal MasterCard (which is not expired) is funded sufficiently. I've never had an issue before, because even if my PayPal balance was lower than my bill it would always just take the PayPal balance and the remainder from my bank account.
Anyone have any idea why Boost Mobile is declining my card? All of my info on file with Boost Mobile for my card is precise.

I have both credit card and bank accounts linked to my paypal account and have been a paypal member for eons,but this debit card gives me problem,sometimes it went well,sometimes it does not,it has nothing to do with enough fund in paypal account.
others have problems too.
I suspect it is the merchant setup,whatever it is?I hope Paypal will tell us why,but the reps dont know either,they are just guessing

I figured something was up on someone else's end because I even went back to check my PayPal transactions for Boost Mobile payments and they are there. So I have no clue why it's not working, just frustrating because now I have to go back by my bank and withdraw the funds I need to use. So counterproductive.
