My official home is in Belgium and my paypal account too.
However, I travel a lot and I work in many different locations and countries all over the world.
I try to acces my account from Egypt but I cannot log in. I want to contact customer service, as advised in the error message,but to email the customer service I also need to login.
Paypal is country specific so if you suddenly start using your paypal account in another country you risk it being limited as a security risk as they may think your account has been hijacked.
