Paypal does not support on receiving refund for returned item

Hello, I returned an incorrect item that was sent to me and opened a claim to get my money back. Although I escalated the claim I did not get my money back. Now PayPal does not properly respond to my messages and ignore me although I sent the tracking multiple times. I still received no money back. I don't know what to do because the Hotline of PayPal is offline and the Chat does not reply. Can someone tell me what to do?

Once you escalated to a claim did you wait for paypal to review and make a decision?

Did paypal tell you to return the item back to the seller and give you an address to do so?

Did you activate the 'return shipping on us' link at some point before you made the transaction to get return shipping costs returned (up to their allowance).
