Phone calls get automatically disconnected

So I find it quite weird and nerve wracking to not be able to reach any customer service via the phone. I get to the part where the music plays and you are waiting for someone to answer the phone, then it rings for about 10 times then disconnects. This has happened consecutive days after multiple tries on each day, and yes I did call within the working hours. Any explanation to this?
I was restricted like 4 months ago for selling stuff that I know thousand's of people sell and ebay currently has over 7000+ listings of this particular item. I have not had any charge-backs since i started doing this, and still have lots of money locked up. How is it legal that one can't reach you guys via phone. Something doesn't seem right at all.

We are having the same issue, seems it started after I was able to get to the restrictions department. The girl explained that if I called back the same day it would get routed back to her, i'm thinking that it just keeps routing me back no matter what agent im trying to get? Very strange.
We've reached out to the paypal support on twitter in hopes that someone there would be able to help..
