Should I refuse the delivery?

I placed an order nearly two weeks ago for some components to fix a PC and the original seller never dispatched them. After waiting several days I started a claim and contacted PayPal who said I was doing the right thing. After a while the seller just told me I should wait longer and I specifically told him I wanted to cancel the order. He still didn't dispatch until today and now (I already bought and received the components from another website) I am pondering if I should refuse delivery at the door since I just want a refund. What do you guys think?

If tracking does not show as delivered then yes you should get a refund.

IF the item arrives but is misdescribed then quickly 'change' the dispute to one of not as described.

You may lose any dispute if you do.

 

Disputes are allowed through PayPal if the item is not delivered at all, or if the item is received but is significantly not as it was described. If the item was delivered to your address, the seller's tracking would show successful delivery even if you refused it. What happens to the package after that delivery is typically not tracked by a shipping company. In a situation of a significantly not as described item, the buyer is typically instructed to ship the item back with their own tracking.

But I asked to cancel the order several days ago. And the Tracking number they have entered on PayPal is "000" What are my options here?

If the tracking is FAKE then open a dispute for non receipt of item?

It certainly looks fake but perhaps they only entered those as a placeholder? Can they be changed later?
My dispute is already opened as a non-receipt case so maybe that will work out in my favour?
