La Poste have misplaced item in France, I sent via Royal Mail in the UK. What now?

Hi
I sent a parcel, insured delivery, via Royal Mail to somebody in France about a month ago. It got sent to La Poste but the item has now gone missing. What's the next step here? Am I covered as a seller by PayPal if the buyer raises a dispute, as it's not my fault? I have proof of postage also.

If a buyer does not receive an item then you can issue them a refund and then make a claim from the insurance you took out to reimburse yourself.

Via PayPal or Royal Mail? My concern is RM are notoriously slow and vigilant in these cases, and with it being an international postage issue they may fob me off to La Poste.
