Middleman Fee Question?

Lets say I provide a middleman service between a buyer and a seller of custom made webpages.  The buyer sends me money directly and when both the buyer and the seller says they are satisfied the middleman service then sends the seller the money minus a small fee.

 

Would the middleman service provider be charged 2.9% fee + $0.30 when the buyer sends money to the middleman as well as when the middleman sends money to the seller?  (5.8% fee + 60cents is getting to be expensive)

 

What if the buyer didn't use a creditcard to send the money to the middleman and it was just a paypal to paypal transfer?

 

What if the middleman sent the money to the seller paypal to paypal would there still be a 2.9%fee + the 30 cents?

 

What if the buyer says he's satisfied to the middleman and receives the custom made webpage and afterwards tells paypal that he did not receive the service?  Would I have to worry about chargebacks?

 

How many days after a sale can someone do a chargeback on a paypal to paypal transfer?

How many days after a sale can someone do a chargeback on a creditcard via paypal to paypal merchant account transfer?

The payment receiving fee is charged to the recipient of the payment.  In your example, the middleman would pay 2.9% plus 30 cents when he received the payment, and the seller would pay 2.9% plus 30 cents when he received the payment.

The PayPal payment receiving fee for a Purchase payment is the same regardless how the payment was funded.

PayPal's Seller Protection Policy (SPP) covers INR (Item Not Received) claims and chargebacks for physical, tangible items when the seller has online viewable proof of delivery and follows all other SPP requirements... here's the link to the policy...

Buyers must open their Dispute within 45 days of the payment date.  The Chargeback term is not the correct term for a dispute which is initiated through PayPal's Resolution Center.  The Chargeback term refers to a dispute which a buyer files directly with his or her credit card company or credit card issuing bank.

It varies... it's determined by the credit card company.  At minimum, the buyer has 60 days after the statement date which contains the charge.
