PayPal Policy for Partial Refunds for Sellers

I purchased an item but was sent item substantially different from posting. Filed dispute with PayPal. Seller agreed to partial refund, but said that PayPal would only allow him to give a full refund. He wants me to close the case and then he will send the partial refund by mail. (It is also a cross border transaction)
If I close the case, PayPal will not permit me to reopen it if he does not send the partial refund.
I have responded to him that PayPal does permit partial refunds when a case is less than 60 days old. This case is less than 30 days old.
Am I wrong or should I insist on the partial refund through PayPal?

As did not get what you expected, you should insist on a "full" refund. If you close the case as suggested, you will end up with a useless item and no refund. The seller knows this.
