Creating account- State I need to pick are not suitable for me?!

I am creating business account for the first time, and it asks me to choose a state, but none of the states offered is right for me (as I am from Serbia, and the states offered are USA states). Is it a bug? How should I proceed with it?

Sounds as if you have opened a U.S paypal account instead of one for your own country?
When you click to register a paypal account there is a drop down list of countries with U.S being the default top option as Paypal is a U.S company.
You then have to scroll down and click on your own country to open the correct Paypal account for that country.
You can't use another countries Paypal account as it would never work properly and would soon be limited.
If you have opened a U.S paypal account by mistake then you need to remove anything you have added and close it (if you can) and then open one for the correct country you are in.
Paypal is country specific and differs a lot country to country.
Advice is voluntary.

@kernowlass Thank you very much! I never saw an option to pick a country and by default, I guess it is the US.
I will try to find the right way this time.

@kernowlass I did it all over again and I just never get a chance to pick a country in any of the signup steps of the funnel.
Do you have an idea what am I doing wrong?

Thank you for joining the PayPal Community, and welcome! I see that you're running into some difficulty setting up your PayPal account. I can imagine how frustrating that is. I hope I can help!
I can see that you've opted to share your account type and country in your profile, but the country section is blank. This does appear to be a bug of some kind. I've only seen it very rarely, but if you contact Customer Service, they can troubleshoot and assist. If it ends up being something that needs to be brought to the attention of our technical teams, they can collect the needed info to do that. To find your contact options, click Contact at the bottom of the PayPal website, or reach out by PM on Facebook or DM on Twitter and a representative will get back to you as quickly as possible.
One last thought I just had that may or may not be relevant - are you using a VPN or other anonymizing proxy to utilize the internet? If so, it will need to be disabled to use PayPal in accordance with our User Agreement. It may also be interfering with things if you are. If not, then it would be something else that Customer Service can help identify.

They say on their paypal account U.S states are showing up so they must have a U.S paypal account.
However they state they are in Serbia.
Hence the need to open a new account in the country they are in.
If you can't close that account then you may have to use another email address to open an account in the correct country.

You're absolutely correct, but I think there's also a glitch here. I'm happy to outline why.
I only see it once in a great while, where there's actually no country showing at all. In these cases, the default account settings would be US settings, but other issues may also arise from that possible bug.
In some cases, the country and account type are not showing in the forum profile card and that's fine. It just means they've opted out of sharing that information. But when account type shows but country does not, it's likely a glitch. It isn't just forum related, but also account related. Again, this is rare, and I'm not exactly sure what it impacts or how it arises (other than that it apparently would happen at account creation), but it's something that might have bearing on the situation. A representative would have to gather information to add to a ticket or start a new one with our technicians. They can also see if they can close the account or if, as you mentioned, if @JasminaD would have to create a new account with a different email address.
I hope this helps clarify what my thinking was. As always, I really appreciate your input and help here, and I'm glad for the chance to impart a tidbit of information that may help you to help others even more than you already do, even if it's really rare to run into!
