I don't have a cell phone or any way to receive a TEXT message.

All my other resources offer to send a code to my email address.

Why doesn't paypal offer this?

My only other option would seem to be to cancel 2-step verification.

Unfortunately, it is not currently possible to log in to your PayPal account without a mobile phone number attached to your account. The best way to resolve this issue is by contacting our customer service so that one of our advisors can assist you further. TY for the reply, but I posted here because Paypal customer service hasn't a clue. That's why I posted here.

I will rely on a strong password and discontinue the 2-step process.
