Old Account Deleted without Authorization

Hi. My old account was deleted and I don't remember deleting it in the first place. Is there anything I can do to recover it or at least get all of the transactions that I have done ever since I first used it? I have tried looking at the Paypal help page and I couldn't find any help about it. I also cannot call a representative because I can't call internationally.

If an account remains inactive and no longer has a positive balance, PayPal may close the account in accordance with the PayPal User Agreement section "Closing your PayPal Account".
