I recieved email "Confirm your tax residency details by 29 May 2023" is this legitimate?

Welcome to I understand that you are worried about the notification that you have received. It is possible that we contacted you by email, text message, or through an automated call. To verify if the message you received is really from PayPal, log in to your PayPal account securely by typing www.paypal.com into your browser's address bar and go to your Resolution Center. Your Resolution Center will contain information on any account issues we may have contacted you about.
If you receive a suspicious email, text message, or call, do not provide your personal or financial information, and do not click on any links, please forward them to phishing@paypal.com. If you provided personal or financial information, please change your PayPal password and security questions at your earliest convenience. You may want to first run a virus scan, just to make sure that you didn't pick something up from clicking any links. You can also read more about how to spot fake emails.

I completely understand your concern tax residency. PayPal is required to document new Business and individual accounts to determine if they’re reportable under the OECD Common Reporting Standards (CRS). During onboarding, account holders are required to indicate whether they’re tax residents in one or more jurisdictions outside of Australia. If the consumer or individual account holder isn’t a tax resident in any jurisdiction outside Australia, then PayPal won’t collect the tax information required for reporting and will only require certification. I've received the same email as the OP. I've asked in several online forums and all but one person has told me they've received it too and it's a fake. One person replied it was legit and needed action.
I have no notifications about this in my notification center here on the PayPal site.
This is also for a long dormant account - I haven't used it for around 15 years.
Please help me - this is the second time I've received this email but the date by which I've been told to confirm my residency status is different between the two messages.
I'm an Australian living internationally. When I moved I set up a new account separate from my original Australian account. I don't know why there was no notification and why PayPal would suddenly need information for such an old account.

Welcome to the PayPal Community Forum! I can certainly understand why you'd want to check the legitimacy of certain emails or other notifications you receive claiming to be PayPal. You can find information on How to spot a fake, fraudulent, or phishing PayPal email or website here.
If your account has been limited and you're being asked to confirm certain pieces of information, you can normally complete those requests in our Resolution Center or by contacting our Customer Support teams.

The irony that Paypal are asking for customer's tax information to make sure that nobody is dodging paying tax on income when Paypal are some of the biggest tax dodgers around

As per the US Internal Revenue Service (IRS), PayPal is required to report the account holders who receive certain types of payments in excess of payment volume thresholds and this also applies for the account holders outside of the United States (if the holder of a non-US account is a US person or presumed to be a US person based on evidence of US tax status on the account).
