I am new here 🙂
I have a WordPress site and added a plugin for managing bookings for my business and need to receive payments and have a Paypal account. Where dod i find the ClientID & Secret (Sandbox/Live) from my PayPal portal?

Thank you for posting to the PayPal community.
Please follow the below steps to create REST API credentials(Live/Sandbox) via your PayPal account.
Login to https://developer.paypal.com/ >> My apps & credentials >> toggle "LIVE/SANDBOX" >> create "App" >> fill required details >> you can able to access your REST API Credentials(Client ID & Secret).
Use the Live and Sandbox toggle at the top of Apps & Credentials to switch between app types and view your credentials for each.

I noticed my PayPal account was a person one and i converted to business PayPal, now it seems I am not authorized to access the Developer Dashboard, also get a 403 Page Not Found when i try access Get Api Credentials. I think my credentials with email/password were removed since the business account gets authenticated using a code (sent via sms).

@Songz You should be able to access developer portal via your PayPal credentials and generate API credentails.
I would suggest to please try now by clearing the web browser cache/cookies.
If your still facing issue, please create a MTS ticket via - https://www.paypal-support.com/s/?language=en_US with the detail information and error details.
