I'm getting this error on ebay, it's driving me nuts. I've tried removing the card and re-adding it.

I've had the same problem for months, but only for low-value items (less than $1.00). I tried adding $1.00 donations, but then only the donations went through. I've asked the sellers to add charges (shipping or other charges) to bring the total over $1.00, and that seems to work.

Or, does your issue occurs with higher-value items?

Spoke to PayPal, they said contact your bank.  My bank account was showing the payments as outstanding.  It was resolved today.
