your recipient can't accept payments right now

Today a seller wanted to refund me money but he couldn't ..

He got an error (in the screenshot )

Can anyone help me please ?

The option to 'receive funds' into your Paypal account in your country is not available at the moment, you can only 'send paypal payments'.

Click on the link below and select the country you want from the drop down list for options available in that country.

If I change my account information//address// can I accept money from US that time ?

Or that problem is coming from my card (becouse it is not US bank card )?

Its nothing to do with your card or your account, YOUR COUNTRY cannot accept Paypal payments at the moment, that option is NOT available in your country.........did you actually read my post and read the link i posted?

I have a USA address also but I registered with non-USA one

According to the link it should work (The Netherlands sender, Ukraine recipient)

Ukraine can't receive paypal payments only send them.
