I am curious as well. I don’t understand why they took this feature away in a very business-orientated state.

Hello @Kokadjo44 and @MandyKBerr,
Welcome to PayPal Community Forum and thank you for posting!
I understand that you are looking for working capital. Eligibility is pretty straightforward. In order to qualify for a PayPal Working Capital loan you will need to have a PayPal Business or PayPal Premier account opened for at least 90 days. You must process a certain amount in PayPal sales if you have a PayPal Business account. Please take a look at this help center article to know more information. You may even contact our concerned team through the contact details mentioned at the bottom of the page so that they can help you accordingly.
Best Wishes,
Ayesha

Hello @MandyKBerr and @Carmiapple,
Welcome to our community help forum and thank you for your post!
@MandyKBerr I appreciate your interest in PayPal working capital. Currently PayPal working capital is unavailable to merchants located in Virginia. We’ll be sure to notify you once additional services and features are available in your country.
@Carmiapple Sorry to hear that you're not getting working capital loan. If you migrate to PayPal Zettle, your repayment percentage will be automatically deducted from the sales you process through PayPal Zettle and will be used to repay your PayPal Working Capital loan. You can review the link shared by @PayPal_Ayesha to review the eligibility to apply for working capital loan. More information about integrations and assistance for PayPal Zettle can be available here.
I hope this information helps you,
Bindu

I live in Va and just applied for my 5th PayPal Capital loan in minutes. So I think you can apply. I was sent a link a couple of days ago to apply. Didn't have any problems like all the other times it took seconds to get approved.

Looks like they finally brought it back. For the past 11 months it kept saying it was unavailable in the state of VA.
