API transaction with API url https://api-m.sandbox.paypal.com/v1/payments/payouts

I'm creating a transaction with API url https://api-m.sandbox.paypal.com/v1/payments/payouts

The sistem work's, but i want that the mode of paymant is: "Send money to a Friend" ... so, when i make a transaction i don't pay fee's.
