Walmart claimed that they refunded me $4.86 and did not attempt to recharge. PayPal says that I should talk to PayPal Cashback Mastercard for the negative balance came from a settled dispute. I get transferred to the Cashback Mastercard department and then told to call PayPal since the negative balance is on PayPal Balance. I hate that both department is blaming one another and unwilling to resolve the issue.
Let me know how I can contact the upper up executives. This is ridiculous frenzy.

Welcome to the PayPal Community Forum. It can certainly be frustrating running into barriers like this when trying to resolve a negative balance recently. I understand this started with a transaction with Walmart for $4.86, but it sounds like you requested a refund from them and opened a dispute with PayPal - is that right? If so, that may potentially be the reason for the negative balance. If you have been credited twice, once by Walmart, and once by PayPal, PayPal would take your PayPal account balance negative to resolve the double credit. Our Customer Support can confirm if this is the case or if something else is going on; I'd recommend trying our support through the Social Media channels listed here.
I hope they're able to shine some more light on this. Either way, here's to take care of that negative balance as well.
