So I contacted Twitch support regarding this issue and this is what they reply to me:
Twitch Support is unable to provide insights into why PayPal is not available as a payout method. If you need clarification about this you may want to contact Paypal directly.
So I just wanted to know If something could help me anyhow regarding this issue, or at least give me insights into why I can't use Paypal as a payout method on my Twitch account.
Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link. https://www.paypal.com/ua/smarthelp/article/faq4646
However the friends/family option is not available in every country. You still can't do commercial transactions and receive goods/services payments.
Advice is voluntary. Kudos / Solution appreciated.
