PayPal won't let me pay off Paypal Credit, Adjusted Balance is 0?

I have enough money in my bank, so I have tried to pay off the remainder of my credit debt but I keep getting the pop up "The amount can't be more than your adjusted balance £0.00"
I tried transferring funds from my bank into my paypal so my paypal balance isn't 0 or negative, but I keep getting the same pop up. I have tried paying in different amounts but I still get the same pop up.
It's ridiculous that I have the funds required to pay off the debt sitting in paypal, but paypal refuses to use it to pay off the credit.
