We're not currently configured for transactions in Brazil

I'm setting up a React.js online store, everything was done but when the user selects the Billing Country as Brazil, I receive the following message "We're not currently configured for transactions in Brazil." and then you are unable to proceed with payment via debit or credit card. The PayPal account is Brazilian and was opened with CNPJ, apparently everything is ok. Does anyone know how to resolve this issue, or is PayPal actually limited in Brazil?
