Purchased Crypto for reward, reward wasn't used for a purchase, reward disappeared

I filed a billing dispute over this (Paypal wasn't supposed to bill me, it was supposed to use the reward) and they keep denying it, saying it isn't a billing dispute (even though it absolutely is).
