USPS International Rates are wrong

Twice now, when PP calculates the USPS Small Flat Rate International shipping costs from Minnesota, USA to Canada, it is wrong.  

PP calculates the rate at over $41.00.  

When I go to USPS.com and use Click-N-Ship, the actual rate for this package is $26.85.

I wish PP would see what they can do to get the USPS Api fixed.

I did a sample PayPal Shipping label for a 2 lb pkg from another major midwest hub city to a Canadian address and got the $25.50 Priority Mail International commercial base rate for the "small flat rate priced box" packaging.  When I selected the packaging as "Package", I got the $35.20 rate therefore the rates PayPal is giving seems to be correct.

$26.85 is the retail rate for priority mail intl for the small flat rate priced box since you calculated at USPS.com.

I suggest backing out of the shipping page and try it again. Select Priority Mail International as the service level and "Small Flat Rate Box" as packaging. If you were quoted $41 something then the packaging type may not have been correctly selected.
