When you returned the funds did you issue 'refunds' and use the refund option or did you just use the 'send money' option?
Only if you didn't use the refund option then paypal won't link the transactions and the buyer can still open disputes.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

If he is winning disputes then not a lot you can do about it to be honest.
If he files non receipt of item you need a tracking number to win, if he files not as described then he would need to provide evidence that is the case.
Or if he did unauthorised transactions then you need to be protected by seller protection so read up on it to see where you have lost out.
