I have 2 ongoing refund issues with paypal and IDK what else to do

I have 2 ongoing refund issues with paypal and I have no idea what else to do. 

1st one: ALiexpress

I started a refund for a broken item. The case proceeded and I was required to send the item back for the refund. So I did. With tracking. The tracking says the item was delivered on the 19th of february, and today on the 25th i received an email telling me, again, that "the seller agreed to do a refund" and to send the item back. They already have the item... I can give the case id and tracking here as needed, already sent a response saying the item was already sent weeks ago and had already arrived, along with the tracking nr. 

 

2nd one: Ebay

I received a partial refund from an ebay seller, which instead of updating the total shipping, decided to instead ask me to pay for everything and then refund the excess shipping. The refund was started but has been stuck in "taking longer than expected" for a week now and I am yet to receive the money in my bank or paypal account.

 

EDIT: The 1st item went through customs successfully and arrived at their warehouse.  The second item was a transaction within the EU.
