PayPal customer service is extremely HORRIBLE! How can i speak with the customer service support

So, as the tile says, it's been weeks that i am experiencing the worst experience i can imagine with a big financial company such as PayPal, i have been trying to contact a live person who is working at the customer support department for weeks now, and all PayPal allows me to do is to just go to message center, there is no number, email address that they can respond to, literally it's been weeks i can't get hold of someone accountable in PayPal.

my main problem is regarding a case that i was having that was wrongly raised by a buyer of mine, and i had provided full proof and details, but they decided to refund the buyer the amount he had paid for WITHOUT me receiving my goods from him, and they had clearly mentioned that, i must first receive the items back to me and then they will refund him the amount he had paid, but i have just found out in my account and they sent me an email that they have refunded the full amount back to the buyers, i NEED TO MAKE A HUGE COMPLAIN BOTH OF PAYPAL AND THEIR CUSTOMER SUPPORT DEPARTMENT.
Literally, how can they refund him without returning the goods to be the seller.

Please i need advise from someone as to what to do in this case, and how can i reach the customer support.
