Can't send or withdraw my money. I can't link my bank card and bank account. I can't do anything in my account. Support does not answer me for a month already. Paypal is ignoring my problem and not responding to me. What the hell? How can I get my money back? I waited 6 months to get it and still can't do anything in my account. My account is in Kazakhstan.

If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days. This is the same time frame that buyers have to open Paypal disputes.

If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, account is in your legal name and the account is registered in the country where you reside and you have received the email to say you can withdraw the funds.

Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.

You can normally withdraw via any linked bank account / card already on your permanently limited account. I don't think you can add a funding source to that account.

So your best option is to contact customer services and ask them to link a funding source for you.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.

I understand you're having trouble withdrawing your balance after the six-month timeframe, @AndreyUshakov, and I'm sorry to hear that. Have you received an email stating your money is available for withdrawal yet? If not, that may mean your balance isn't available for withdrawal at this time. If you have, please reach out to Customer Support through one of the options @kernowlass listed earlier. You can also find them on the Help Center here.

I'm glad you received the email advising that the balance is available for withdrawal. If you're still unable to link a bank or card, Customer Support may need to review the account and update the limitation. I apologize, as I know you've tried reaching out already, but this would be the only option. We have a few different options for contacting Customer Support on our Help Center, so one of the other options may work better for you.
