Case Denied Despite Proof, reps agree for approval, paypal system denies

This is a little long, sorry in advance. I ordered some prints from a photo printing service. I've done this various time over the last several years and have never had a problem with the printouts. This time I used Snapfish because I know how to prep files and all they need to do is print so should be fine. I was so WRONG. I ordered over 900 prints. ALL of them are low res pixelated messes, was fine on upload none were flagged. I went through Snapfish and after much back and forth the best they can offer is partial refund or free reprint. My files were 300 DPI and already at the 4x6 dimensions. I'm not reprinting with them. I say no I want full and to escalate. Apparently there is no one besides this one dude. Now I'm not just frustrated but getting super suspicious of this company. How do you only have one employee for this?
Anyways I filed my dispute with Paypal. I got a request for more proof. I'm sending my files I uploaded and scanned photos of what I received. I guess that wasn't enough. So I upload a different set of photos one original, one downloaded from the website to show what was on their end, a scan and an iPhone photo of what I got. This was the worst photo of the bunch and it was obvious. Paypal denies my claim by stating this purchase is not covered under the terms of PayPal Purchase Protection. I look at it and assume it's a blanket denial under custom product which I can kinda see but it's not. It's not an item being created from nothing. It's literally a reproduction not a custom creation. By this point I've already called Paypal twice and both reps had assured me my claim would be approved based on the proof submitted. They saw it and were like oh yeah this is bad quality.
When I called for a third time and asked why it was denied the rep said they understand the custom caused it to be denied but agreed it shouldn't be. They asked me to upload more files. I needed to then go through Twitter to get someone to actually get it reopened because it didn't let me upload. And now it's been denied again for the same reason. I'm at my wits end trying to figure out how it's possible that various people have seem my claim, seen my documents and agreed it should be refunded just for the system to continue to deny it after DAYS of waiting. I sent this back on Oct 20th. I also can't do a bank charge back because paypal used my balance so my card company only covered less than $20. I just want people to actually look at it and use common sense.

An item may be considered Significantly Not as Described if:
- The item is materially different from the seller's description of it.
You ordered photos and received photos, paypal normally does not get involved in quality issues.

Well that's unfortunate. I use Paypal with all online retailers to protect myself from shoddy merchandise as well as potential fraud/data leaks. If this is the case I wish one of the multiple reps would have said so from the get go. I'd save myself lots of time. It would have been helpful to know that if they only require a described item is delivered then it doesn't matter what you expected to receive.

That is why its best to read up on buyer protection first as its not a 100% coverall. Then you can risk assess your purchases.
Even credit cards have terms and conditions for their chargebacks.
However you still have the option if you did fund your paypal payment via a credit card you could 'try' a chargeback OR small claims court if that is an option in your country?

While I haven't tried a chargeback that is probably my next avenue. Unfortunately due to the Paypal balance being used only about $20 was charged to my card. It's not worth it in my opinion to go to small claims for something like this. It be a different story if it was multiple hundreds of dollars.
