Dispute with seller

I have bought an item through ebay and PayPal, the item was faulty, the seller agreed to send a new item, which never arrived, and then the seller offered a refund through paypal, which also never arrived, informing me that there is an error with paypal. 

The promises and excuses and stalling techniques lasted several month, meanwhile the window closed for involving payal to get help. The item was purchased in March and my last communication with the seller was on the 16/9/24. It was then very clear that there was no intention to honour a replacement or refund .

How can I make a complaint about this seller to paypal?

I have now noticed from reading feedback from other customers that this seems to be a common business practice for this seller.

You had up to 30 days to open an Ebay dispute and if you had opened one for not as described then you would have had a refund.

If you were out of time on Ebay then you would have up to 180 days with paypal to open a dispute for ''item received but not as described'' .

Why would you leave it that long until your buyer protection ran out?

I left is so long because the seller promised to send a replacement, within 3 to 5 weeks, then kept stalling saying its caught up in customs, then told me it was delivered to my post office, but it wasn't there. Then they promised to refund the money to PayPal, but then said it there was an error. I kept all emails from the seller, they sounded reasonable, until eventually i received the same emails over and over again. I did not expect to be taken for a ride!
