Letter from Wescot, stating I owe money but my PayPal balance is zero

I have received correspondence from a company called Wescot. They state I owe PayPal £86.65. I have checked my account and do not owe PayPal any money. I have tried speaking to Wescot however I feel this maybe a fraudulent scam as they are asking for information about my personal identifiable data. I do not want any charges bought onto me but I know I do not owe money.
I’ve had a “chat” with a bot and think PayPal will be getting back to me but does anyone have any advice or experienced the same?

Your balance would be 0 if paypal have passed the debt on to a collection agency as its then between that agency and yourself.
The agency also adds their fees on to the Paypal amount owed.
If you are not sure its genuine then ask for i.d. from the agents.
Also wait for paypal to get back to you to check that they did pass on a negative balance to Westcot.
Advice is voluntary.

I’ve spoken to PayPal and it seems the account is a fraudulent one, using my name and address! I’ll have to speak to Wescot and have screen shots of the conversation I had with PayPal to support me.
