Non delivery of item HELP

Hi all! I made a purchase online in AUD & they charged me double in USD 🤦‍♀️ I sent all proof to PayPal & they closed the case in favour of the merchant even with full evidence. I waited & hopes the item would be delivered & I got a email saying it was delivered in Brisbane 3 hours from me. I opened a new case saying I didn’t receive my item & again sent all evidence & they favoured the merchant AGAIN saying the item was delivered… YES TO THE WRONG CITY!!! Not to me 😭 I can’t appeal & now out $80. What can I do? The seller has refused to reply to all my emails & I can’t find a number or email for PayPal … help please
