PayPal closed case even though I did not order items from seller .

I was charged twice instantly by the same “seller” and i immediately called PayPal to let them know its fraud and they said they will look into it . After the phone call, i received an email like 5 mins later to say that they have “investigated “ and it was not fraud and closed the case . So I called again immediately after reading the email to Appeal and this time , they took a longer time to listen to me and I also told them I have since a customer for 20 years and I have never ever called them for this matter before and they seemed to understand my concern. However , I was still send an email to say they are closing the case in favor for “seller” . So I cannot appeal anymore and I am out of pocket for $200 ! I am so upset that PayPal did not believe me , a long term customer and rather believe the scammer . Does any one have any advice what to do in this situation or have been thru this experience and resolve it ? Thank you very much .

If you are opening a dispute for an unauthorised transaction then it would fail as you did send the payment and your paypal account was not hacked and the payment sent by someone else.
What you should have done was firstly contact the seller to see if it was an error and request a refund.
If not then open a dispute for non receipt or billing error (whichever was appropriate).
Advice is voluntary.
