Paypal Authorized vendors

Paypal approved a vendor to collect money from its customers for selling products. Hence I trust the vendor. I buy a product. Sadly its a ghost vendor who withdraws $99 from my account for the offered product. $24 in credits and $75 on my chase card. Once I suspected a scam I contact Paypal. and learn it may take up to 30 days to seek attention. I call chase and they credit my account for the $75 immediately hence out $24 as of now. Meanwhile paypal has the eternal looping of it resolution and now says cant resolve. The owe Chase $75 and me $24. How do I get this resolved? Does anyone have a a phone number?

Anyone can open a paypal account to sell things, they do not have to be approved as long as they verify their paypal account.

So paypal does not 'approve' merchants, instead they give the buyer 'some' buyer protection and then its up to us to risk assess our transactions. Paypal does not guarantee safety of who you trade with as who you trade with is your decision.

 

Paypal covers you for non receipt of item / item received but not as described and unauthorised transactions ie when you are hacked and a payment made without your knowledge. As none of those occurred then whilst Chase refunded you paypal may not cover you for that transaction in which case they would put your paypal account into negative for the full amount until you paid them back again. They may not want to foot the bill for your error in your choice of seller so by all means check by contacting customer services.
