Refund payment on limited account.

My account is locked for some reason and im in Egypt where adding a card to paypal is difficult and requires some fancy credit cards, so i need paypal to return the money to the sender because my account is locked and i cant refund it nor i can provide the card statement because as I said i cant link a card nor can I report a problem in resolution center due to my account being limited

Requesting you to kindly reach out to our support team to know about the suitable services from PayPal for your transactions in detail. You can reach out to the Support Team during business hours by clicking the contact us option at the bottom of PayPal page. If your unable to login or are not in access of your PayPal account, you can connect with us via phone call as "as a Guest" (this does not require you to sign in to your PayPal account.

I did not fix it, I even reached out to the sender and he said he couldnt do anything but wait for paypal to send back the money in 30 days and then they'll reprocess it
