Unlocking temporarily locked account

After an online scam, I cancelled my debit card linked to PP and my account was locked. I replaced the card, linked it to PP and followed the instructions necessary to unlock my account, but it's still locked. I've called the number and end up in a circular AI conversation directing me back to where I started. Looking for a solution. TIA

Call again but if you get the bot keep saying ''agent'' a few times.
