Buying a used car that could be a potential scam

Hi,
I was looking at buying this car, but the price is $10,000 to $20,000 less than what other sellers are asking for the car, so i am worried it is some kind of scam. Let me know what you think.
Here is is her response to the questions that i sent to her by e-mail:
Hello Michael,
"I am selling it at such a low price as I am having some financial problems therefore I need the money.
The car never suffered any kind of accidents, or flooding, it was always garaged and it never saw rain nor snow once. Please let me know if you need anything else".
"First please let me explain you how we can make get this sale done in order to decide if you want to proceed.
I got a new job and moved to Omaha Nebraska. I'm very caught up with my work, that's why I gave it to a shipping company that will ship it to the next buyer (on my cost).
I am using PayPal Protection Program and through this service you will get the car for 5 days to inspect it, test drive it and decide if you want to keep it.
In case you will not be satisfied, you can send it back on my cost. During the 5 day period I won't get any money.
If you want to make the deal I need the following details from you: full name, address, and phone#.
After I will have your info I will forward them to PayPal and I will get the ball rolling. PayPal will contact you with all the details that you need to complete this deal. Waiting for your email with the requested details. Regards".

I'm glad to see you're using one of my favorite rules of thumb - "If it's too good to be true, it probably isn't true." Ten to twenty thousand is a significant discount for a car that is in such a sterling condition (and where do you live where a car never sees any rain? As soon as you wash your car it rains!)
I can tell you right out that this is a scam. PayPal does have Protection Programs for buyers, but we don't have any program that works the way this seller is describing, which is more like an escrow service. I've also seen this email before
I would recommend looking for another seller and reporting this one to whichever site they listed the car.
