Made an eBay purchase, and in the middle of my Paypal transaction, I realized that I was in the "international" network. This struck me as odd, because the listing was not indicated as a foreign seller on eBay. Contacted seller, and asked if this would mean I'd incur additional charges because of an international transaction. I also looked for an answer on the Paypal site, and found nothing about SENDING money to a foreign seller (only information regards costs for foreign sellers who receive payment). Seller assured me that since the transaction was in USD, no additional charge would be assessed. WRONG!!
The fee doesn't come from Paypal, but it is applied by the credit card issuer. I understand that this is not your policy, but it would be nice to require some sort of a warning either on the eBay listing or when the payment is made through Paypal. Actually, the time to notify the buyer is BEFORE the commitment to buy is made, not after I've already obligated myself to the purchase. However, it would be nice to get some sort of head's up from Paypal that the amount I pay for the item will be more than the amount I authorize via this system.
