I cannot Pay Ebay items won from my Paypal Balance

For years I use paypal and never confronted with such a trouble.
I won 3 separate auctions and tried to pay as usual. I had more than twice sufficient funds in Paypal balance but Paypal refused to pay from my Paypal balance instead forcing me to pay via credit card
What is Paypal for if I cannot use my money in Paypal?
Paypal unjustly forcing me to transfer my money to my country, exchanging my USD to local currencies over very low exchanges rates of Paypal, it is just 4% loss I incured,
than I should pay via my credit card in local currency buying AGAIN USD from Paypal, again incurring 4% loss,
and two transaction fees,
If this is not plucking a user, what is this?
There is no legal and rational ground treating me or other buyers in this way? What changed most recently I cannot use my money in Paypal????

Typically, an available balance will be able to be used in a transaction. If your balance is available but is not a funding option, I would recommend contacting Customer Solutions so that the specifics of your transaction can be examined.

Yes I did, they just simply replied FROM NOW ON YOU WILL NOT BE ABLE TO USE PAYPAL BALANCES FOR PAYMENTS.That is the answer.Thus spoke Paypal!
Dear Moderator, you are not aware of any ISSUE and problems experienced by Non-USA users. You just think there must be something preventing my balances to use. NOT it is now a rule.
I have USD in my account, I CAN NOT transfer my USD to my Turkish Bank Accounts, why: THUS SPOKE PAYPAL!!!
reason stated for years:Turkish Banks do not accept USD transfers, but only Turkish Liras, it is not true, Turkish bank accept USD or any currency transfer without problem, I always get my USD from MONEYBOOKERS without problem.
I have to change my USD to Turkish liras over paypal uncompetitive exchange rates 4% lower than normal rates,
then I can only transfer TL to my bank accounts.
Now I cannot use or pay from my paypal USD balance
I have to change my USD to TL in Paypal over Paypal exchange rates losing 4% then transfer it to Turkish Bank account
then!!
Just pay via my credit card in TL buying again USD from Paypal to pay USD to my EBAY items.
8% extra hidden charge in addition to normal Paypal charges!

Thank you for clarifying that you're referring to a Turkish account. That was my mistake for not asking a clarifying question. Turkish accounts can send balance-funded payments to other Turkish accounts, but international payments require a credit card.

WHY?
For many years I received USD and paid from my USD to US Sellers, European seller alike.
I could pay from MY MONEY in Paypal, Now I cannot use my money in Paypal!
I can not pay from my money to any seller in Ebay
WHY, what is changed, and for what reason?
An American Citizen or an European citizen can pay to any person from their Balance in USD
Why I am discriminated because I am Turkish?
Why I cannot transfer my USD to Turkish Bank accounts? I have USD accounts in Turkey and Turkish BANK ACCEPTS USD transfers
Why?????

Every country has unique requirements and regulations regarding the movement of money. In order to remain in compliance with all of these various regulations all over the globe, features and capabilities will vary from country to country. All I asked for just what regulations and what laws prevent me to use my Paypal Balance in USD
What is preventing Paypal to transfer my USD to Turkish Banks in USD
Now look over your response, you "understand" my frustration but there is no information feedback
I am as in the dark as first I started this topic.
So Let me think on it myself.
Years ago when I first started to use Paypal (it was a revolutionary novality indispensable for me to establish financial ties with rest of the world as Banks were very expensive)
I just noticed an important PROBLEM, paypal was helping us transfer money but...Paypal was not a DEPOSITORY INSTITUTION, that is paypal could not accept money deposited in accounts! However paypal became largest unregulated bank of the world, billions of USD was deposited in user accounts but Paypal had no legal ground to collect deposits from public! This is true for Turkey, Germany or even much more for USA,
Is this due to this? Turkish authorities objected any payments from "Paypal Balances" because legally Paypal could not keep any "Balance"?? Simply they may tell you if you are intermediary for international payment do it instantly,
using paypal balances presumes acting as a depository institution!!??
But that is the same for USA, even much more so, any institution collecting money from US Public is under FDIC control and there is no other institution who can do this.
Well solution to this problem is alredy found by some FOREX companies, they do not directly collect money from their users but keep their "investors'" money in a real desopistory institution, that is US Banks, and they are under FDIC ect control
Now Let us leave this issue aside, even if all those problems and governmental restrictions were true
THERE IS NO RESTRICTION TO TRANSFER MY USD BALANCES TO TURKISH BANKS,
Paypal claims Turkish Banks do not accept USD!, what a funny claim it is! Turkish Bank DO ACCEPT USD, I always get my USD from Moneybookers without problem what is more I get also direct bank transfers from USA, and
PAYPAL can easily transfer my money withotu changing it to Turkish Liras
But each time I incure large losses 4% as Paypal exchange rate for TL is very low-Turkish lira may fluctuate in very large margins and it may be devaluated 50% overnight! if it takes 5-7 days to transfer my forced TL converted sums
I may be caught one day half my money gone! But if it was in USD I will not incur losses.
I want my money transferred in USD to Turkey in my USD bank account May I get it??

Olivia is correct in stating that regulations do prevent us from allowing our members in Turkey to use any of their balances to send international payments or to send USD to a local bank account in your region. We also cannot allow Turkish Lira to be sent outside of Turkey via our service. What are those specific regulations? Well, as neither of us are lawyers and nor can we offer specific legal advice, we wouldn't be able to answer that. You might want to consider contacting a legal specialist in your area with this type of expertise, or you could write to the corporate address indicated in the PayPal Legal Agreement.
What I can provide to you, in terms of withdrawals to local bank accounts, is that we are required to convert any balance, in any country, into the local currency before sending the withdrawal to a financial institution in that country. That means that if we allow you to withdraw funds, it would be converted to your local currency - in this case, Lira.
When the institution receives the funds, they are required to reject them as the currency types do not match the bank account itself. This results in a fee being charged to you by PayPal, and a distinct possibility that your financial institution may choose to charge you a fee as well. On top of all of that, the funds have now been converted, so a currency conversion fee has also been accrued along the way - and you may have to convert them back out, paying the same fee twice. I don't think that's a fee anyone wants to pay if they don't have to, so the system has been hardwired, not only to protect you financially, but to make sure both PayPal and yourself remains in compliance with important international and local regulations regarding money transfers and our unique services.

Yes banks will REFUSE TRANSFERS,but do you know why?
If you have USD transfered to your local bank account in your local currency,
let us say in my case I tried to get my USD balance in Paypal transferred to my local bank account in Turkish Liras,
bank will automatically refuse USD transfer. To get USD transfer, you should enter USD dominated bank accounts,
This is so simple and I incur currency exchange losses due to such simple issue PAYPAL CAN solve
Just warn users to enter USD bank accounts in withdrawals. Now a little knowledge please
Do canadians have to change their USDs to Canadian Dolars to withdraw their balances in Paypal?
Do European countries Have to change their USD to Euro to withdraw their usd balances in Paypal to their local bank account?

Good! I'm glad we agree.
As covered above, PayPal has to convert to the local currency when sending a withdrawal. We can't leave it in USD. So if you're withdrawing to a bank in Turkey, we are have to convert it to Lira.
If you're withdrawing to a Canadian bank account, you must convert to Canadian Dollars.
If you're withdrawing to a Mexican bank account, you must convert it to Pesos.
And so on.
The only way to withdraw USD balances outside of the US, while leaving them in USD, is to withdraw to a US bank account that is located on US soil. However, not all accounts will have this option available, especially if a local bank account option exists.
