I see you're facing issues while making a purchase, as you're unable to complete them using the card or bank you have on file. If the system is asking you to link a card or bank to complete the purchase without recognizing the card on file, it means the merchant does not accept the card or bank that you currently have. In that case, you will have to link a different bank or card and complete the transaction. Also, you can reach out to the merchant and inquire about the cards they accept. Also, make sure that there are no limitations on your PayPal account and that your account is verified.
