How can I change from goods and services to friends and family when making a payment?

Unfortunately the friends/family option is not available in every country.
If you go to send > put in email address > put in amount > next page is only goods/services then its not available in your country, which I don't think it is.
Advice is voluntary.

New policy even if you are in a country that has the friends/family option you can no longer send or receive them using business accounts.
So if you have a business account you can't use that option if the person that you are sending the funds to has a business account as they can't receive f/f payments.
Advice is voluntary.

This "new policy" is not stated anywhere in writing. In fact, the opposite is in writing. Business accounts cannot receive money as friends or family, but should still be allowed to send money to friends and family. I was just on a support phone call yesterday that confirmed this, and they are looking into a bug that is causing this issue. If in fact this is a policy change, PayPal is doing a terrible job of rolling it out.

Effective July 28, 2022:
- U.S. business accounts will not be able to receive personal transactions from U.S. PayPal accounts.
- U.S. PayPal accounts will not be able to send personal transactions to U.S. business accounts.

To be clear, I was trying to send FROM a business account TO a personal account as friends and family.
It turns out that the problem is deeper. Unbeknownst to me, my personal PayPal account was upgraded to a business account at some point. I had a PayPal debit card issued to my account without my knowledge or consent, which I never activated, but apparently I applied for it. I get tons of junk mail offers from PayPal, but I never engage with them. During my latest chat with a support supervisor, we learned a few interesting things:
- Apparently I had opened this business account in 2008 (years before I ever even had a business)
- The first email I even have that associates the email address in question to my personal account was in 2013
- Neither one of us could find records or emails to back this information up, either as an upgrade or as having been originally established as a business account
- I suddenly began receiving more "business" related junk e-mail from PayPal beginning in March of this year
- It was acknowledged that the debit card was not applied for, but was instead a marketing push - I never activated the card, but it was considered an ACTIVE ACCOUNT in PayPal's system
- Until that debit card was officially deactivated, he was having trouble downgrading my account back to personal
Once my personal account was successfully downgraded, I could send money to is as a friend or family.
This all stinks to high heaven. My guess is that the personal account I am trying to send to was also upgraded without the user's knowledge, since he actively maintains two PayPal accounts, one personal and one business.

I never received an email remotely close to that either. I was able to send money last month and now I'm having this problem. I will have to inform the people Im sending money to, that PayPal has forced thier Personal Account into a Business Account.
