Unable to select friends and family payment type

I am unable to change the default from goods and service to friends and family for a contact that I have paid as friends and family multiple times in the past. We are both in the US. Please advise. The PayPal help menu is terrible, and I can't find a way to actually contact someone from PayPal who can assist.

Thank you for your first post and welcome to the community! I'm sorry to hear of the difficulty that you've had trying to make a payment and to reach Customer Service.
It sounds as though the person you're paying may have a Business account. There was a recent change that removed the capability for Business accounts to receive Friends and Family payments. If the intended recipient wishes to receive personal payments, they can open a separate Personal account or downgrade the current one by contacting PayPal Customer Service.
